Richmond man is charged in slaying outside East End school

Authorities believe an argument over a piece of personal property led to Wednesday night’s fatal shooting on a playground outside Chimborazo Elementary School in Richmond’s East End.

Police charged Anthony Singleton, 20, of the 100 block of West Leigh Street in Richmond with first-degree murder in the death of Thomas H. Scott Jr., a 20-year-old father of two sons.

Scott and Singleton had been at odds because Scott was in possession of an item that belonged to Singleton, authorities said. It was unclear what the item was.

Singleton saw Scott walking outside the school, where Scott was shot multiple times with a handgun, authorities said. Police later found eight shell casings near the body on the playground at North 31st and East Marshall streets.

Richmond school officials said they tried to make yesterday a normal school day for students and staff, despite the violence of the night before.

“This should be a safe haven,” Sharon Scott, chief of safety and security for city schools, said yesterday morning at Chimborazo Elementary. “Schools and churches should be a safe haven.”

At the time of the shooting, the school was functioning as a community center that stays open until 10 p.m. weeknights, said Christy Everson, spokeswoman for the city’s Parks, Recreation and Community Facilities Department. Officials locked the doors of the school after the gunshots.

About five teachers also were inside the building working, said schools spokeswoman Felicia Cosby.

Police said the shooting appeared to be unrelated to anything going on at the school.

Scott had been living with an aunt on Garber Street in the Fulton area off Williamsburg Road, said Alicia Rasin, who was acting as a spokeswoman for the family. Scott graduated from Armstrong High School and had planned to go to technical school to study auto body work, Rasin said.

Scott’s parents died years ago. He is survived by a twin sister, four other sisters and two young sons.
