Richmond’s Police Chief, Rodney Monroe, and its School Superintendent, Deborah Jewell-Sherman, are departing their posts. It’s not the first time two of the city’s top administrators have left at roughly the same time. In fact, that was the situation just six years ago—when Superintendent Albert Williams announced his departure not long after Richmond’s top cop, Jerry Oliver, packed his backs to take over as the new chief in Detroit.
